The amazing shrinking pile of non-agency mortgage debt ... - Reuters

Many cash-strapped, unemployed or underemployed people are still struggling with too much consumer and household debt. But there is one kind of debt that is getting smaller and smaller?mortgage bonds issued during the U.S. housing bubble by Wall Street banks and finance firms that isn?t guaranteed by either Fannie Mae of Freddie Mac.

The outstanding dollar value of? so-called private label residential mortgage bonds, or non-agency mortgage debt, is $909 million, according to stats compiled by CoreLogic and mutual fund firm Doubleline Capital. At its peak in July 2007, the total of private label mortgage debt was $2.2 trillion.

In July 2007, the financial crisis began in earnest as ever-so-late-to-game rating agencies began downgrading en massse a whole range of private label mortgage debt, much of which was backed by mortgages taken out by borrowers with either iffy credit histories or who put almost no money down for a home. As we all know the market for private mortgage debt shut-down and only now is beginning to show the first signs of coming to life?or green shoots as some might say.

For now, however, the issuance of private mortgage debt is just a trickle and represents roughly 2 percent of all new mortgage bonds brought to market. Mortgage debt issued with a guarantee from Fannie, Freddie, Ginnie Mae or FHA still accounts for all of the mortgage bond activity in the U.S.

Hedge fund reporter Katya Wachtel reported Thursday that the diminishing pool of private label mortgage is creating a quandry for hedge funds that specialize in mortgage debt. Those funds posted 20 percent or better returns by feasting on private label mortgage debt that kept rising in price all of last year both before and after the Federal Reserve, in September, began buying $45 billion of agency mortgage debt a month. The Feds move to keep interest rates low has pushed investors into riskier and better yielding assets, like private label mortgage debt.

The thing is, the remaining stockpile of private label mortgage debt isn?t seen as risky as it once was because of the early recovery in the housing market and the cold reality that the worst of the private label debt has disappeared largely due to foreclosures, short sales and prepayments on the underlying mortgages.

So, mortgage debt investors are left chasing after a ever smaller supply of private debt that keeps increasing in price as the yields go down?remember, price moves inversely to yield.? So while the Fed bond-buying binge and the housing recovery clearly are the main drivers of the recovery in private label debt prices, there?s a little bit of a supply-and-demand issue at work here too. But there?s a bigger issue here: whether credit hedge funds, or bond funds for that matter, can find attractively price mortgage debt to invest in to generate solid returns for their investors, and that?s the best way of seeing a return of the private label mortgage market. Since federal policymakers are determined to reduce the footprint of Fannie and Freddie in the mortgage market, clearly there will be a need for private label securities to return to the market.

There?s nothing wrong with the private market taking a more active role in the mortgage bond issuance market. But it will be important for everyone to avoid the gross excesses of the past everyone from the banks, mortgage firms, brokers and yes, borrowers themselves engaged in.? So with the first signs of private securitization beginning to take off in various asset classes including mortgages, the time is now to be vigilant in avoiding the mistakes that brought about the financial crisis.

Securitization in and of itself isn?t bad. But as money manager told me the other day, a blowup of some sort is almost given with every new kind of securitization. You just don?t know when and where.

(AP) ? A man arrested in connection with a New York car crash that killed a rabbinical college student, his pregnant wife and their baby has been charged with criminally negligent homicide and other offenses.

Julio Acevedo (ah-seh-VAY'-doh) was arraigned Thursday night in state Supreme Court in Brooklyn and was ordered held without bail. He was also charged with three counts of assault and other offenses.

Acevedo arrived in New York earlier Thursday after agreeing to be returned from Pennsylvania, where he surrendered Wednesday.

He's accused of speeding down a Brooklyn street and crashing into a car carrying 21-year-olds Nachman (NAHK'-muhn) and Raizy Glauber (RAY'-zee GLOW'-bur). The Glaubers died Sunday. Their premature son, delivered by cesarean section, died Monday.

Acevedo has told the Daily News he was fleeing someone who was trying to shoot at him.

Chewing gum helps you concentrate for longer, study suggests

Mar. 8, 2013 ? Chewing gum can help you stay focused for longer on tasks that require continuous monitoring. This is the finding of new research by Kate Morgan and colleagues from Cardiff University due to be published in the British Journal of Psychology today, 8 March.

Previous research has shown that chewing gum can improve concentration in visual memory tasks. This study focussed on the potential benefits of chewing gum during an audio memory task.

Kate Morgan, author of the study explained: "It's been well established by previous research that chewing gum can benefit some areas of cognition. In our study we focussed on an audio task that involved short-term memory recall to see if chewing gum would improve concentration; especially in the latter stages of the task."

The study involved 38 participants being split in to two groups. Both groups completed a 30 minute audio task that involved listening to a list of numbers from 1-9 being read out in a random manner. Participants were scored on how accurately and quickly they were able to detect a sequence of odd-even-odd numbers, such as 7-2-1. Participants also completed questionnaires on their mood both before and after the task.

The results showed that participants who chewed gum had quicker reaction times and more accurate results than the participants who didn't chew gum. This was especially the case towards the end of the task.

Kate explained: "Interestingly participants who didn't chew gum performed slightly better at the beginning of the task but were overtaken by the end. This suggests that chewing gum helps us focus on tasks that require continuous monitoring over a longer amount of time."

The Adorino Construction Company is helping those in need during this weekend?s Saint Patrick?s Day festivities by holding its annual food drive.

Bernie Adorino says he encourages those attending this Saturday?s parade to bring a canned good with them to donate. All food will be collected by Adorino?s staff, then donated to Mother Marianne?s West Side soup kitchen.

Spectators may also pitch in money to help contribute to the cause.

Though the food cans are allowed, Utica Police still remind people that coolers, back packs and other bottles are not allowed along the parade route.

Why Web Professionals Hate SEOs

Before I even became an SEO I learned to hate SEOs. After all, SEOs would take the beautiful, functional site the designers and developers spent their nights creating and cram it full of footer links, anchor text, H tags, nofollows, and any other piece of code they could think of until the site couldn?t breathe.

Next, SEOs would spend weeks plastering the website?s address anywhere they could; clogging up blogs, forums, and message boards. SEOs would then have their developers try new tricks and tactics to serve secret content and hide text in different places.

The brave new world of SEO

Then, one day all of that changed. Google cracked down on link spam. Bad practices were devalued. We could add fonts and functionality to sites in ways that didn?t hide the content. Designers, developers, and SEOs everywhere rejoiced, new friendships blossomed, and we all marched hand-in-hand to this new era of web design.

Except not really. In fact for many, all of those views out there about SEOs, what we do, and why we do the terrible things we do are just as they always have been. Most SEOs are familiar with developers that don?t take you seriously or designers that won?t take your calls. So what gives?

Common complaints about SEOs

To find out I decided to ask web designers, developers, and managers all over what they thought about SEO. I got 7 responses. Well, 8 if you count one response from a message board: ?SEOs are spammers. There?s your quote.?

But let?s get to it. What?s going on here? Well, it turns out there?s lots of things SEOs are still doing wrong that we need to fix if we want others to take us seriously.

SEOs don?t get the big picture

SEO is an important part of the site. I mean without SEO no one will ever see your site, right? Well, here?s a hard truth for all SEOs:? Sometimes SEO is not the most important thing.

Are you OK? Things like making sure the cart works or incorporating the brand into the site often are, in fact, higher priorities. It?s true. We can huff and puff about how they don?t get it and how they need us, but that?s probably not going to help our likability.

Designers and developers have a million things to take into account when building a site, making our pleas to give all the images alt attributes seem like just another seagull squawking among a whole flock of irritating Internet marketers.

SEO involves a lot of different things and we need to be able to distinguish between a vital problem that will block the entire site and a minor change that will help a single page rank. This way our fellow webhead can prioritize our suggestions among the other countless things they need to make the site work; which brings me to our next problem:

A lot of SEOs aren?t designers. Some of us aren?t the world?s greatest coders either. Very few of us are programmers. So when we tell our clients to ?consolidate images into CSS sprites? or ?use more keyword-rich URLs,? how many of us actually know what that involves? What CMS is the site built on? When you casually tell another web professional to do something that requires a complete overhaul of the site, all you are doing is telling them that you don?t actually know what you?re talking about. How receptive do you think the developer will be the next time you give them a recommendation, especially ones that have less to do with their immediate skillset? Some of the more vague recommendations we give, in turn, lead into the next problem:

Unclear Justifications

?For our clients who may or may not be the most tech-savvy people on the planet, listening to us (the computer geeks) explain SEO to them, even in simplest terms possible, may still feel like they are sitting in a classroom being taught Japanese. Over the years I have gained quite a few analogies (thankfully) but still find this to be the most difficult part. A client that doesn?t understand how something could help their business is not going to buy a product, thus making client understanding a difficult but essential hurdle.? The justification for this conflict is unclear.

Most of the SEOs I?ve met are pretty good talkers. We can talk about page authority, crawlers, link juice, canonicalization, C-blocks, trust flow, nofollowed links, and cross-domain snippet rank indexation (did I make that up?) for days and days and days. So what do all of those words and phrases have in common? They don?t actually mean anything. Seriously.

If you?re an SEO then they might make sense (though I would argue that we are overusing them) but to everyone else they?re gibberish. This makes it sound like a) You?re explaining something no one can possibly understand or b) You?re making it up. Designers, developers, managers, and other professionals are usually smart people. So they go with b. In fact, there is one very specific thing that all the web professionals have no problem calling us on:

We don?t know the algorithm either

This is how this line of reasoning works.

SEO: You need us because the algorithm is always changing.

Experienced Web Professional: But you don?t know what the algorithm is, either.

SEO: ?

Congratulations! You?ve not only killed your own credibility with your client, but mine as well. And all the other SEOs out there, too. We need to stop using ?the algorithm? as a reason to do anything. We are helping people find websites. Yes, the algorithm is part of the process, but it?s not the reason. And as much as we might like to think we?re John Connor using his Atari Portfolio to hack into Google, we?re not. So we need to stop using this to make us sound more mysterious.

SEOs do real things. We identify traffic opportunities. We fix technical problems. We give content ideas. We don?t need to hide behind the facade of an advanced computer program we?re predicting because most of us aren?t doing that. Most are doing actual SEO work (see above). Another problem, though, is that some of us aren?t:

Some of us are still giving outdated advice

?I have read quite a few articles online from mom-and-pop SEOers (as I like to call them) who still believe in keyword stuffing. These individuals are the only negative experiences I have had recently as they are marketing themselves as knowledgeable SEOers and are filling the population of our potential clients with incorrect information and wildly high expectations.? Whether it?s out of laziness or stubbornness, people are still giving bad advice. Keyword stuffing, comment spamming, and footer links are all classic examples. Though Penguin, Panda and the other updates have definitely cut down on the bad advice being given these days, the bad aftertaste still lingers. Remember, Penguin is only 10 months old. That means for many web professionals, the last SEO they worked with could have been giving them all the same, spammy advice that they were using for years.

So what can SEOs do?

Now that we?ve identified some of the popular reasons why other web pros avoid us in the cafeteria, what?s the solution? Well, all of these complaints center around 2 things: knowledge and communication.

Know your stuff from top to bottom. Be able to explain how to implement page speed suggestions. Understand how the URLs are being generated. Be able to explain how to get text on the page without affecting the design. Familiarize yourself with how fonts work and how to position text. Boost up on trivia. For example, most SEOs know dashes are better than underscores. But can you explain exactly why? (Hint)

Then we need to be able to talk about it. Practice talking about how a site ranks without using SEO terms like link juice and domain authority. Be able to explain how the SEO process works at both a fundamental level and at a technical level.

But most of all, we need to stop trying to trick people and get better at we actually do. We do SEO and it?s a real thing. Because frankly, we were never really tricking anyone other than ourselves.

New Delhi: Taxpayers having an annual income of over Rs 5 lakh will be required to file their returns in electronic form, a senior Finance Ministry official said today.

Besides, the Finance Ministry is also making provisions for e-filing of Wealth Tax returns. ?Income tax returns for the group above Rs 5 lakh, all such returns will be e-filed. This is a move towards using technology so that the interface between Assessing Officer and assessee is minimised,? Revenue Secretary Sumit Bose said at a Ficci event here.

At present, certain documents and reports are required to be furnished along with the return of net wealth under the provisions of Wealth-tax Act read with the provisions of Wealth-tax Rules. Sections 139C and 139D of the I-T Act contain provisions for facilitating filing of return of income in electronic form by certain class of income-tax assessees.

?In order to facilitate electronic filing of annexure-less return of net wealth, it is proposed to insert new sections 14A and 14B in the Wealth-tax Act on similar lines?The amendments will take effect from June 1, 2013,? said the Memorandum to the Finance Bill 2013.

Bose further said the Income Tax Department is making all efforts to widen the tax base and is in the process of identifying PAN holders who have not filed returns. He said the tax department would be sending out second set of ?polite letters? to 35,000 assessees.

Missing Pa. church pipe organ found; all forgiven

(AP) ? A Pittsburgh Roman Catholic church says the mystery of its missing pipe organ has been solved.

Police said Monday the church's former organist confessed he removed it last week for safekeeping.

Worshippers had struggled to understand how and why anyone would take the massive 200-pipe instrument from St. Justin's, which closed last month after merging with another church.

Authorities say the organist had a key to the building in the city's Mount Washington neighborhood and was worried the organ would be damaged by the cold of winter.

The church's pastor, Father Michael Stumpf, says taking the organ was an imprudent and terrible mistake but not a criminal one so the church is choosing to forgive and not press charges.

The Product is the Promise: Finance and Social Values | Credit ...

In the first paragraph of my book A Demon of Our Own Design (Wiley, 2007) I observe that ?You don?t deliberately obliterate hundreds of billions of dollars of investor money. And that is at the heart of this book ? it is going to happen again. The financial markets that we have constructed are now so complex, and the speed of transactions so fast, that apparently isolated actions and even minor events can have catastrophic consequences.? I then spend a significant portion of the book explaining the mechanics that lead the financial markets to lurch from crisis to crisis; why is it that while engineering in other fields increases safety, financial engineering seems to make things get worse. I suggest that the problem stems from the complexity and tight coupling that we introduce into the markets; complexity through financial innovations, tight coupling through leverage.

A system that is both complex and tightly coupled will almost inevitably have occasional accidents, what engineers term ?normal accidents.? Attempts to reduce these accidents by adding in safety measures might actually increase their frequency because the safety measures add further complexity. This is not merely a philosophical point; in my book I go into detail on how some notable accidents ? Chernobyl, Three Mile Island and Value Jet ? occurred because of the added complexity from safety measures.

We can delve more deeply into the question, because even if we accept the argument from normal accidents, it still seems that financial markets have more than their fair share. Crises seem integral in financial sphere in a way that they do not in other industries. So we can pose the question of what it is about financial markets and the financial industry that make them different. There is an obvious and at the same time deep answer, one that relates to the essence of social interaction.

In the Stanford ?Marshmallow Test?, a child is placed in a room alone with a marshmallow and told that he may eat the marshmallow now, but if he waits ten minutes without eating it he will get two marshmallows. The punchline for the test is that there appears to be a relationship between the ability to wait and success later in life. (Not considered is how much the child actually likes marshmallows ? I imagine an astute child who hates marshmallows eating the one immediately so as not to face eating two later. Neither is it considered how much the subject ate for lunch before the test).

This is a test of an innately human trait: the willingness to sacrifice today for a later reward. For Toynbee, this trait is the mark of civilization, because it is only through building structures, clearing land, planting trees, all designed to find function beyond one?s own life, that civilization can take root. When this trait occurs between two parties, we have created the relationship of the creditor and debtor. For Nietzsche, the promise enacted between creditor and debtor is the source of conscience and mercy. And, ultimately it is also the source of feudal classes and of what we now call capitalism.

The human trait of binding oneself now to gain a reward in the future leads to our ability to make promises. And the ability to make promises leads to three other traits: First, a conscience. And, because conscience only goes so far, the right to mete out punishment for non-performance. It also requires that people be similar, or at least predictable, because unlike a trade in the present, a promise is an abstraction that requires both parties share the same context.

It is through the creditor/debtor relationship that the rudimentary concepts of economic exchange ? setting prices, determining values, agreeing on equivalences ? evolved to introduce concepts of rights, contract, obligation, and means of settlement into society. With regard to the ability to enforce the terms and to punish those who fail, it also introduced the concepts of measuring one?s power against another. And the promise required yet other characteristics we find essential to civilization: the ability to reach and record an abstract understanding, and to trust.

Nietzsche takes this beyond the corporeal to the extreme of the spiritual, where the realization of the promise is not in one?s lifetime. The creditor becomes Christ, salvation to the debtor in the future for obedience and faith in the present. Nietzsche states, ?we stand before the paradoxical and horrifying expedient that afforded temporary relief for tormented humanity, that stroke of genius on the part of Christianity: God himself sacrifices himself for the guilt of mankind, God himself makes payment to himself.?

The Abstraction of Promises

It is the role of creditor and debtor that differentiates finance from economics. The most common and primitive economic act, that of trading goods, whether in kind or through a medium of exchange, does not have a temporal separation and does not invoke a promise. The promise and its traits come about once the roles of creditor and debtor become part of society, that is, once a financial exchange occurs.

In measured steps, finance has added layers of abstraction to the creditor/debtor relationship. In early society promises were made in kind. One good was delivered in exchange for the promise of another. Then collateral was attached to the loan ? if the item being loaned formed the collateral, it was the equivalent of modern-day mortgage bonds. Collateral also could take the form of an agreement to be punished in the face of non-performance; the preverbal pound of flesh. With the advent of money came the promise made in terms of a payment that required a notion of equivalence, a general obligation bond. As with any promise there was the risk of default, but otherwise the payment made and received was fully defined in monetary terms. This made debts more easily transferable, creating what was essentially a bearer bond rather than an obligation to a specific creditor.

With the advent of mercantile trade in Medieval Europe came capital for financing the fleet and crew in exchange for the promise of a share of the bounty. This is the critical step in differentiating promises in finance from those in other areas, because the promise was defined in terms of unknown value. The final step in the chain of increasing abstraction and uncertainty came with forward contracts, where both the roles of the creditor and debtor were blurred. Both parties owed and were paid, but the exchange occurred in the future. One or the other part of the exchange was of uncertain value ? indeed it did not yet exist ? and funds could be more easily borrowed if the uncertain value was converted to a certain one.

Promises, Punishment and Mercy

In a primitive society, the punishment for reneging on a promise could be severe. This was because the ?shadow of the future? was short, and because the debtor might not be brought to punishment. But as the structure of society progressed, punishment became more certain. People formed societies where reputation was critical, and as the societies became more stable, the failures of the debtor could be absorbed more easily. As people became more wealthy and their status secure ? and those with wealth were the likely creditors ? they could afford to reduce the severity of punishment. One path of this social evolution led to the feudal relationship of lord and vassal: the beneficent creditor and the loyal debtor. This process came to the point of contributing to a societal role for forgiveness and mercy. Nietzsche observes that:

It is not unthinkable that a society might attain such a consciousness of power that it could allow itself the noblest luxury possible to it? letting those who harm it go unpunished. ?What are my parasites to me?? it might say. ?May they live and prosper: I am strong enough for that!? The justice which began with, ?everything is dischargeable, everything must be discharged,? ends by winking and letting those incapable of discharging their debt go free: it ends, as does every good thing on earth, by overcoming itself. This self-overcoming of justice: one knows the beautiful name it has given itself?mercy.

So we can see the path from the trait of sacrificing for the future leading to the concept of creditor and debtor; the creditor and debtor bound by a promise; and the concept of a promise helping to establish the form of society and its moral structure. It is no wonder, given its genealogy, that many view capitalism as something more basic than a form of economic organization, indeed that it is viewed by some as having moral, even religious, overtones.

RAWABI, West Bank ? As gambles go, it hardly gets bigger: A $1 billion dollar bet on peace ??or at least a measure of calm ??in the West Bank.

Even the founder of Rawabi, the biggest construction project in the history of the Palestinian people, says nobody in his right mind would invest here.


Standing on a wind-swept hilltop overlooking the biblical hills of Judea, a half-hour drive from Ramallah, Bashar Al-Masri points to the Palestinian flags flying atop the giant cranes that are building, with phenomenal speed, the first modern Palestinian town.

"As a teenager, raising the Palestinian flag was enough to be shot and killed," he says, immaculate in a form-hugging, thin-lapelled dark suit and narrow burgundy tie.

"This is a small, symbolic way of how long we came along, and how much we will come along in the future," adds Al-Masri, who as a teenager threw stones at Israeli soldiers.

The largest flag is mounted on a pole facing the Jewish settlement of Atteret, a community of about a hundred families located across a small valley.

The flag is a deliberate statement.

"So that we can show our unfriendly neighbors who were violently against us that we're here, and we're here to stay, and we're not afraid of you, we will remain here," Al-Masri says.

Nation-building
Two-thirds of the investment in this town comes from the government of Qatar?s investment fund, Al-Masri explains. The design, planning and construction are all by Palestinians, with outside help, and what appears to make him proudest of all, he says, there is no input from Israel.

He says there are more than 8,000 families interested in moving in, and the first few hundred apartments will go on the market in March, with the town?s inauguration in May. The cost of the apartments, depending on size and location, is between $75,000 and $140,000.

"This is about nation-building, this is about doing what?s right, this is my contribution that I know the best," says Al-Masri. "The human rights activists have their contribution, the [Palestinian Authority] people are building capacity and building the government, we're all together as the Palestinian people building a state."

There are two main practical problems for the new town. All the water has to be piped in, and there is no obvious source. ?We are in this project, putting facts on the ground, and things will have to follow,? is Al-Masri?s answer, hoping for a miracle.

And access. The only road to Rawabi passes through what is known as Area C: that part of the West Bank that is fully controlled by Israel, administratively and militarily. It is a narrow, winding road that the Palestinians can use only with an Israeli permit, which must be renewed each year.

Al-Masri talks of a tunnel through the hills linking Rawabi with Ramallah, barely visible on the horizon. Will that ever happen? "Probably not,? he admits. "It?s a problem."

On the nearest hill, looking at Rawabi from Atteret, the manager of the Jewish settlement, Noam Aharon, agrees. "They throw stones at us," he says, talking about young Palestinians. "Just last month they smashed my windscreen. Stones can kill. And if they try to kill us, we will kill them."

"What do you think of their new town?"

"It spoils the view. But they can have it ??they can do what they want, as long as we can live here in peace. If we can?t, neither can they."

Leap of faith
Building a new town out of this scraggly, dry wilderness ??from where on a clear day you can see the towers of Tel Aviv and the Mediterranean Sea ??is a leap of faith, which al-Al-Masri does not deny.

It is being built against the opposition of many Palestinians who see any peaceful project as a way of affirming the status quo with Israel, of denying the Palestinian struggle.

"Of course I believe, I must believe that there will be peace with Israel, and it?s a matter of time," he says. "The majority of Israeli people, at least 70 percent, want a Palestinian state. So, peace is possible. It just requires the right leaders."??

So what percentage of Palestinians want peace with Israel?

"The vast majority. I'm certain of that."

Rawabi looks much more like an Israeli middle-class town than a Palestinian city: It will have high-rises, an outside theater to seat 20,000, soccer fields and cinemas and a theater, a swimming pool, a pedestrian precinct in the city center, bars and shopping malls.

All it needs now is people, water and a larger access road.

But the statement the project makes may be as important as the facts on the ground. It says that, between a failed peace process and a possible third intifada, there is a third way: Building Palestine from the bottom up.

Alabama police chief apologizes to Freedom Rider congressman

Decades after "Bloody Sunday," national leaders acknowledged America's continuing civil rights struggle by making the iconic march from Selma, Ala. to Montgomery. NBC's Lester Holt reports.

An Alabama police chief brought Rep. John Lewis to tears Saturday, apologizing to the noted civil rights leader for failing to protect the Freedom Riders during a trip to Montgomery in 1961.

Lewis and fellow civil rights activists were beaten by a mob after arriving at Montgomery's Greyhound station in May 1961.

On Saturday at ceremony at First Baptist Church, the city's current police chief, Kevin Murphy, apologized to Lewis and offered him his badge in a gesture of reconciliation, telling the longtime Georgia congressman that Montgomery police had "enforced unjust laws" in failing to protect the Freedom Riders more than five decades ago.


Lewis, who was arrested during civil rights protests in cities across the south, said it was the first time a police chief had apologized to him.

"It means a great deal," Lewis said. "I teared up. I tried to keep from crying."

Lewis and other members of Congress were taking part in the 13th Congressional Civil Rights Pilgrimage to Alabama, a three-day event that also included trips to Selma, Tuscaloosa and Birmingham.

Murphy said the decision to apologize was easy.

"For me, freedom and the right to live in peace is a cornerstone of our society and that was something that Martin Luther King, Rosa Parks and Congressman Lewis were trying to achieve" Murphy said. "I think what I did today should have been done a longtime ago. It needed to be done. It needed to be spoken because we have to live with the truth and it is the truth."

Murphy, who was asked to speak at the event only after Montgomery's mayor and director of public safety were unable to attend, said he wanted the Montgomery Police Department to be "heard in a different light than what history has recorded in years past."

"We're going to move forward as one Montgomery, one MPD. And we're going to continue to work at it," Murphy said. "There's still a lot of work to do, we know that. We, the police department, needs to make the first move to build that trust back in our community that was once lost because we enforced unjust laws.

Those unjust laws were immoral and wrong. But you know what? It's a new day. And there's a new police department and a new Montgomery here and now and on the horizon."

Egypt court dismisses challenge of charter panel | Morocco World ...

CAIRO, March 3, 2013 (AFP) -

Egypt?s constitutional court on Sunday threw out complaints against an Islamist-dominated assembly that drafted the country?s divisive constitution, the official MENA news agency reported.

The complaints had challenged the method in which the members of the assembly had been chosen. The hastily prepared charter was passed in a referendum in December.

The complaints also said the panel, which was boycotted by liberals and Christians before it finished the charter, was not representative of all Egyptians.

The opposition argues that some clauses in the new charter bolstered Islamic law in the country of 83 million people which has a large Christian minority.

The court is still looking into yet more challenges against the assembly.

Islamist President Mohamed Morsi had sparked months of unrest in Egypt when he adopted a decree in November granting himself extensive powers and immunising the assembly from annulment by the court.

He reversed his decree after the charter?s adoption in a referendum.

(AP) ? Crews on Sunday razed more than half of the Tampa-area home over a huge sinkhole that swallowed a man three days ago, managing to salvage some keepsakes for family members who lived there.

Jeremy Bush, 35, tried to save his brother, Jeff, when the earth opened up and swallowed him Thursday night. On Sunday morning, he and relatives prayed with a pastor as the home ? where he lived with his girlfriend, Rachel Wicker, and their daughter, Hannah, 2, and others ? was demolished and waited for firefighters to salvage anything possible from inside.

The firefighters stood just outside the home, gesturing to the family across the street as they sorted items into boxes. As of Sunday afternoon ? when demolition had stopped for the day and only a few walls of the home remained ? a Bible, a jewelry box and a pink teddy bear for Hannah were among the items saved.

The Rev. John Martin Bell of Shoals Baptist Church said he had been with the family all morning. "We just prayed with them," he said. He added that all five who lived in the house ? Bush, Wicker, Hannah and two others ages 50 and 45 ? were in need of support and prayers from the community.

Before the demolition, Bush and a woman were escorted by a deputy to the front of the house. Bush repositioned some flowers from a makeshift memorial to a safer location, then he and the woman knelt in prayer.

People gathered on lawn chairs, bundled up with blankets against unusually chilly weather. Several dozen milled about within view, including officials and reporters.

The search for Jeff Bush, 37, was called off Saturday, and officials said the demolition Sunday would be tricky. A heavy machine with a large bucket scoop was moved into position on what was believed to be solid ground. The 20-foot-wide opening of the sinkhole was almost covered by the house, and rescuers said there were no signs of life since the hole opened Thursday night.

Hillsborough County Administrator Mike Merrill said the goal for Sunday was to knock down the house, and on Monday crews would clear the debris as much as possible to allow officials and engineers to see the sinkhole in the open.

Jeff Bush, 37, was in his bedroom Thursday night in Seffner ? a suburb of 8,000 people 15 miles east of downtown Tampa ? when the ground opened and took him and everything else in his room. Five others in the house escape unharmed as the earth crumbled.

The Hillsborough County Sheriff's Office is conducting the investigation. Detective Larry McKinnon said that sheriff's office and the county medical examiner cannot declare Bush dead if his body is still missing. Under Florida law, Bush's family must petition a court to declare him deceased.

"Based on the circumstances, he's presumed dead, however the official death certificate can only be issued by a judge and the family has to petition the court," McKinnon said.

In order to improve quality of procedures in teacher education, the National Council of Teacher Education (NCTE) has initiated the revamping of teaching education system in the country. All courses of teacher education like BEd, MEd, NTT (Nursery Teachers Training), BPEd and MPEd will get revised.

Speaking on the issue, member of NCTE northern regional committee and AU public relation officer Prof PK Sahoo said, "The revamp is being carried out as per the NCERT curriculum framework and is aimed at improving the teacher education system."

NCTE has already set up four sub-committees under a specially formed commission for the purpose. These sub-committees will look into specific issues like analysis and steps for improving curriculum, norms and standards, accreditation and innovative programmes in teacher education, regulatory functions.

For scrutinizing distance and information communication technologies (ICT) in teacher education, a separate sub-panel has been made.

The government body will also develop new and improved resource materials for teacher-trainees and teacher educators in respect of the various teacher education courses, which can serve as reference material for transacting the teacher education programmes.

NCTE revamped these courses back in 2009.
