KABUL ? The Afghan policewoman suspected of killing a U.S. contractor at police headquarters in Kabul suffered from mental illness and was driven to suicidal despair by poverty, her children told Reuters on Wednesday.

The woman was identified by authorities as Narges Rezaeimomenabad, a 40-year-old grandmother and mother of three who moved here from Iran 10 years ago and married an Afghan man.

On Monday morning, she loaded a pistol in a bathroom at the police compound, hid it in her long scarf and shot an American police trainer, apparently becoming the first Afghan woman to carry out such an attack.


?Narges also tried to shoot police officials after killing the American. Luckily for them, her pistol jammed. Her husband is also under investigation.

Her son Sayed, 16, and daughter Fatima, 13, described how they tried to call their parents after news broke of the shooting, then waited in vain for them to come home.

They recalled Narges's severe mood swings, and how at times she beat them and even pulled out a knife. But the children said she was consistent in bemoaning poverty.

"She was usually complaining about poverty. She was complaining to my father about our conditions. She was saying that my father was poor," Sayid said in an interview in their damp, cold two-room cement house.

On the floor beside him were his mother's prescriptions and a thick plastic bag filled with pills she tried to swallow to end the misery about a month ago. On another occasion, she cut her wrist with a razor, Sayed said.

"My father was usually calm and sometimes would say that she was guilty too because it wasn't a forced marriage. They fell in love and got married."

There was no sign in their neighbourhood of the billions of dollars of Western aid that have poured into Afghanistan since the ouster of the Taliban in 2001, or of government investment.

Dirty, stagnant water filled holes in dirt roads nearby, where children in tattered clothes played and butchers stood by cow's hooves in shops choked by dust.

The sole distractions from the daily grind appeared to be a deck of playing cards and a compact disc with songs from Iranian pop singers, scattered on the floor of a room where Narges would lock herself in and weep, or sit in silence.

At times, Narges would try to focus on building her children's confidence, telling them to be guided by the Muslim holy book, the Koran, to tackle life's problems.

Sayed and Fatima said she never spoke badly of the U.S. presence in Afghanistan or of President Hamid Karzai's government.

Neighbour Mohammad Ismail Kohistani was dumbfounded to hear on the radio that Afghan officials were combing Narges' phone records to try to determine whether al Qaeda or the Taliban could have brainwashed her into carrying out a mission.

But he was acutely aware of her mental problems and often heard her scream at her husband, whose low-level job in the crime investigation unit of the police brought home little cash.

Kohistani, who operates a small sewing shop with battered machines, never imagined his neighbour could be accused of a high-profile attack that raised new questions about the direction of an unpopular war.

"I became very depressed and sad," said Kohistani, sitting on the floor few feet from a tiny wood-burning stove in Narges'shome, alongside family photographs and a police training manual.

Fatima would often seek refuge in Kohistani's house when her mother's behaviour became unbearable. "She did not hate us, but usually she was angry and would not talk to us," said Fatima, her eyes moist with tears.

Nevertheless, she missed her mother. The children were staying with a cousin.

"I ask the government to free my mother, otherwise our future will be destroyed," said Fatima.

Officials described it as another "insider shooting", in which Afghan forces turn on Westerners they are meant to be working with to stabilize the country. There have been over 52 such attacks so far this year.

The shooting at the police headquarters may have alarmed Afghanistan's Western allies. But some Afghans have grown numb to the violence.

Kohistani's 70-year-old father, Omara Khan, who sports a white beard, sat twirling prayer beads beneath a photograph of Narges in a black veil beside one of her husband.

Asked what he thought of the attack, he laughed.

"This is common in Afghanistan," said Khan, who lived through decades of upheaval, including the 10-year Soviet occupation and a civil war that destroyed half of Kabul and killed some 50,000 civilians.

"People are killed every day."?

(AP) ? A powerful storm system that erupted Christmas Day with Gulf Coast tornadoes and snow in the nation's midsection headed for the Northeast on Wednesday, spreading blizzard conditions that slowed holiday travel.

The death toll rose to six with car accidents on snow and sleet-slickened highways in Arkansas and Oklahoma.

Post-Christmas travelers braced for flight delays and a raft of weather warnings for drivers, a day after rare winter twisters damaged buildings in Louisiana, Mississippi and Alabama.

Snow blew across southern Illinois and southern Indiana early Wednesday as the storm tracked up the Ohio River valley toward the Eastern seaboard and New England.

There were whiteout conditions in parts of southwestern Indiana, where 6 inches or more of snow had fallen by midmorning around Evansville. State police reported dozens of vehicles stuck after not being able to get up a hill on a central Indiana highway, while some roads around Evansville were impassable with wind gusts around 30 mph.

A blizzard warning was in effect for much of the state's southern two-thirds and more than a dozen counties issued travel watches asking residents to make only essential driving trips.

Indianapolis had 7 inches on the ground by 10 a.m. after receiving as much as 3 inches of snow in a single hour, said John Kwiatkowski, a meteorologist with the National Weather Service in Indianapolis. He said the storm's winds were just high enough to classify the storm as a blizzard, making it one of the strongest snowstorms in years to strike central and southern Indiana.

"The way I've been describing it is as a low-end blizzard, but that's sort of like saying a small Tyrannosaurus rex. Just to become a blizzard is quite an accomplishment. And it's sure a heck of a lot more than we've seen," he said.

In Arkansas, the storm left more than 189,000 customers without electricity Wednesday, utility Entergy Arkansas said.

Severe thunderstorms were forecast for the Carolinas while a line of blizzard and winter storm warnings stretched from Arkansas up the Ohio River to New York and on to Maine.

State police reported scores of accidents on snow-covered highways in central and western Maryland, where forecasters predicted up to 5 inches of snow in most counties west of the Baltimore-Washington area, followed by freezing rain.

Thirty-four tornadoes were reported in Texas, Louisiana, Mississippi and Alabama during the outbreak Tuesday, the National Weather Service said.

Rick Cauley's family was hosting relatives for Christmas when tornado sirens went off in Mobile. Not taking any chances, he and his wife, Ashley, hustled everyone down the block to take shelter at the athletic field house at Mobile's Murphy High School in Mobile.

It turns out, that wasn't the place to head.

"As luck would have it, that's where the tornado hit," Cauley said. "The pressure dropped and the ears started popping and it got crazy for a second." They were all fine, though the school was damaged, as were a church and several homes, but officials say no one was seriously injured.

Camera footage captured the approach of the large funnel cloud.

Mobile was the biggest city hit by numerous twisters. Along with brutal, straight-line winds, the storms knocked down countless trees, blew the roofs off homes and left many Christmas celebrations in the dark. Torrential rains drenched the region and several places saw flash flooding.

More than 900 flights around the U.S. were canceled as of Wednesday midday, according to the flight tracker FlightAware.com. The cancelations were mostly spread around airports that had been or soon would be in the path of the storm.

Holiday travelers in the nation's much colder midsection battled treacherous driving conditions from freezing rain and blizzard conditions from the same fast-moving storms. In Arkansas, highway department officials said the state was fortunate the snowstorm hit on Christmas Day when many travelers were already at their destinations.

Two passengers in a car on a sleet-slickened Arkansas highway died Wednesday when the vehicle crossed the center line and struck an SUV head-on. In Oklahoma, the Highway Patrol said a 76-year-old Wisconsin woman died Tuesday when the car she was riding in was hit head-on by a pickup truck on Interstate 44.

The Oklahoma Highway Patrol had earlier reported that a 28-year-old woman was killed in another crash Tuesday on a snowy highway. The storm's winds were blamed Tuesday for toppling a tree onto a pickup truck in Texas, killing the driver, and another tree onto a house in Louisiana, killing a man there.

Trees fell on homes and across roadways in several communities in southern Mississippi and Louisiana. Mississippi Gov. Phil Bryant declared a state of emergency, saying eight counties reported damages and some injuries.

It included McNeill, where a likely tornado damaged a dozen homes and sent eight people to the hospital, none with life-threatening injuries, said Pearl River County emergency management agency director Danny Manley.

The snowstorm that caused numerous accidents pushed out of Oklahoma late Tuesday, carrying with it blizzard warnings for parts of northeast Arkansas, where 10 inches of snow was forecast. Freezing rain clung to trees and utility lines in Arkansas and winds gusts up to 30 mph whipped them around, causing about 71,000 customers to lose electricity for a time.

Christmas lights also were knocked out with more than 100,000 customers without power for at least a time in Texas, Arkansas, Oklahoma, Mississippi, Louisiana and Alabama.

Blizzard conditions were possible for parts of Illinois, Indiana and Kentucky up to Cleveland with predictions of several inches to a foot of snow. By the end of the week, that snow was expected to move into the Northeast with again up to a foot predicted

Jason Gerth said the Mobile tornado passed by in a few moments and from his porch, he saw about a half-dozen green flashes in the distance as transformers blew. His home was spared.

"It missed us by 100 feet and we have no damage," Gerth said.

Many share Newtown's mourning during holidays

NEWTOWN, Conn. (AP) ? As residents prepared to observe Christmas less than two weeks after a gunman killed 20 children and six educators at an elementary school, people sharing in the town's mourning brought offerings of cards, handmade snowflakes and sympathy.

Tiny empty Christmas stockings with the victims' names on them hung from trees in the neighborhood where the children were shot. On Christmas Eve, residents said they would light luminaries outside their homes in memory of the victims.

"We know that they'll feel loved. They'll feel that somebody actually cares," said Treyvon Smalls, a 15-year-old from a few towns away who arrived at town hall with hundreds of cards and paper snowflakes collected from around the state.

At the Trinity Episcopal Church, less than 2 miles from the school, an overflow crowd of several hundred people attended Christmas Eve services. They were greeted by the sounds of a children's choir echoing throughout a sanctuary hall that had its walls decorated with green wreaths adorned with red bows.

The church program said flowers were donated in honor of Sandy Hook shooting victims, identified by name or as the "school angels" and "Sandy Hook families."

The service, which generally took on a celebratory tone, made only a few vague references to the shooting. Pastor Kathie Adams-Shepherd led the congregation in praying "that the joy and consolation of the wonderful counselor might enliven all who are touched by illness, danger, or grief, especially all those families affected by the shootings in Sandy Hook."

Police say the gunman, Adam Lanza, killed his mother in her bed before his Dec. 14 rampage and committed suicide as he heard officers arriving. Authorities have yet to give a theory about his motive.

While the grief is still fresh, some residents are urging political activism in the wake of the tragedy. A grassroots group called Newtown United has been meeting at the library to talk about issues ranging from gun control, to increasing mental health services to the types of memorials that could be erected for the victims. Some clergy members have said they also intend to push for change.

"We seek not to be the town of tragedy," said Rabbi Shaul Praver of Congregation Adath Israel. "But, we seek to be the town where all the great changes started."

Since the shooting, messages similar to the ones delivered Monday have arrived from around the world. People have donated toys, books, money and more. A United Way fund, one of many, has collected $3 million. People have given nearly $500,000 to a memorial scholarship fund at the University of Connecticut. On Christmas Day, police from other towns have agreed to work so Newtown officers can have the time off.

At Washington's National Cathedral, the 20 children who were killed also were remembered. Angels made of paper doilies were used to adorn the altar in the children's chapel. They'll be displayed there through Jan. 6.

In the center of Newtown's Sandy Hook section Monday, a steady stream of residents and out-of-towners snapped pictures, lit candles and dropped off children's gifts at an expansive memorial filled with stuffed animals, poems, flowers, posters and cards.

"All the families who lost those little kids, Christmas will never be the same," said Philippe Poncet, a Newtown resident originally from France. "Everybody across the world is trying to share the tragedy with our community here."

Richard Scinto, a deacon at St. Rose of Lima Roman Catholic Church, which was attended by eight children killed in the massacre, said the church's pastor, Rev. Robert Weiss, used several eulogies this week to tell his congregation to get angry and take action against what some consider is a culture of gun violence in the country.

Praver and Scinto said they are not opposed to hunting or to having police in schools, but both said something must be done to change what has become a culture of violence in the United States.

"These were his mother's guns," Scinto said. "Why would anyone want an assault rifle as part of a private citizen collection?"

A mediator who worked with Lanza's parents during their divorce has said Lanza, 20, was diagnosed with Asperger's syndrome, an autism-like disorder that is not associated with violence. It is not known whether he had other mental health issues. The guns used in the shooting had been purchased legally by his mother, Nancy Lanza, a gun enthusiast.

Gun control and mental health have also been topics at Newtown United meetings, along with what types of memorials would be most appropriate and any other action residents can take to feel like they are doing something.

"We don't want Newtown to go on the list with Columbine, Tucson and Virginia Tech and only have it associated with horrible acts," said Lee Shull, who moderated a Newton United meeting just days after the shootings. "We want to turn this into something positive. What can we do?"

A handful of people showed up to the group's first meeting at the town library two days after the Dec. 14 shooting. The next night, 35 attended, most scrawling ideas and notes on white paper covering the tables. A few days later there was barely room to maneuver around the meeting room when two guests showed up: Sen. Richard Blumenthal and Sen.-elect Chris Murphy, Connecticut Democrats who told the group they planned to push for gun control legislation and needed their constituents to help them press the issue in Washington.

The group sees itself as a way to spark a local and national dialogue and action in the aftermath of a tragedy. It's also a way to do something, anything, to cope with the sadness that has settled over Newtown.

Said resident John Neuhall: "Our hearts are broken wide open and we're here out of grief and out of love for those families."

UN adds about 5 percent to budget for 2012-2013

UNITED NATIONS (AP) ? The U.N. General Assembly approved an increase of about 5 percent to cover the United Nations' regular operations in 2012-2013 on Monday evening, raising the two-year budget to about $5.4 billion but delaying action on a key proposal that would allow greater mobility of U.N. staff.

It took the U.N.'s budget committee until Monday afternoon to reach agreement on a host of budget-related issues after meeting all weekend. The 193-member world body finally voted by consensus on Christmas Eve to increase the budget by about $243.3 million from the $5.15 billion agreed on last December.

More than half the increase is due to additional costs for some of the 33 special U.N. political missions which include U.N. envoys for Syria, Yemen, Libya and Sudan-South Sudan and large operations in Afghanistan and Iraq.

U.N. Secretary-General Ban Ki-moon failed to win assembly approval for a key proposal ? allowing the U.N. Secretariat greater flexibility to move staff from headquarters to the field. Negotiators said they came close to agreement, but the issue was delayed until the General Assembly meets again in March.

The assembly also approved new rates that all U.N. members pay for the regular budget.

China, Russia, Brazil and other countries with growing economies will have to pay an increased share, European Union contributions will drop, and the U.S. ceiling for the regular budget will remain the same at 22 percent.

U.S. deputy ambassador Joseph Torsella said the United States "is pleased by the significant progress we were able to achieve toward advancing fiscal discipline during a period of significant global financial difficulty and setting the United Nations on the path of increased efficiency."

The United States is also pleased to have kept the 22 percent ceiling and to have negotiated a budget outline for 2014-2015 "that instills real financial discipline by keeping the U.N. budget level constant over several years," he said.

The budget includes a first-ever pay freeze for New York-based staff for six months, and Torsella said the United States will try to extend it because "it is important that member states finally recognize that 'business as usual' cannot continue in the current financial climate."

(AP) ? New taxes are coming Jan. 1 to help finance President Barack Obama's health care overhaul. Most people may not notice. But they will pay attention if Congress decides to start taxing employer-sponsored health insurance, one of the options in play if lawmakers can ever agree on a budget deal to reduce federal deficits.

The tax hikes already on the books, taking effect in 2013, fall mainly on people who make lots of money and on the health care industry. But about half of Americans benefit from the tax-free status of employer health insurance. Workers pay no income or payroll taxes on what their employer contributes for health insurance, and in most cases on their own share of premiums as well.

It's the single biggest tax break allowed by the government, outstripping the mortgage interest deduction, the deduction for charitable giving and other better-known benefits. If the value of job-based health insurance were taxed like regular income, it would raise nearly $150 billion in revenue in 2013, according to congressional estimates. By comparison, wiping away the mortgage interest deduction would bring in only about $90 billion.

"If you are looking to raise revenue to pay for tax reform, that is the biggest pot of money of all," said Martin Sullivan, chief economist with Tax Analysts, a nonpartisan publisher of tax information.

It's hard to see how lawmakers can avoid touching health insurance if they want to eliminate loopholes and curtail deductions so as to raise revenue and lower tax rates. Congress probably wouldn't do away with the health care tax break, but limit it in some form. Such limits could be keyed to the cost of a particular health insurance plan, the income level of taxpayers, or a combination.

Many economists think some kind of limit would be a good thing, because it would force consumers to watch costs, and that could help keep health care spending in check. Obama's health law took a tentative step toward limits by imposing a tax on high-value health insurance plans. But that doesn't start until 2018.

Next spring will be three years since Congress passed the health care overhaul, but because of a long phase-in, many of the taxes to finance the plan are only now coming into effect. Medicare spending cuts that help pay for covering the uninsured have started to take effect, but they also are staggered. The law's main benefit, coverage for 30 million uninsured people, will take a little longer. It doesn't start until Jan. 1, 2014.

The biggest tax hike from the health care law has a bit of mystery to it. The legislation calls it a "Medicare contribution," but none of the revenue will go to the Medicare trust fund. Instead, it's funneled into the government's general fund, which does pay the lion's share of Medicare outpatient and prescription costs, but also covers most other things the government does.

The new tax is a 3.8 percent levy on investment income that applies to individuals making more than $200,000 or married couples above $250,000. Projected to raise $123 billion from 2013-2019, it comes on top of other taxes on investment income. And while it does apply to profits from home sales, the vast majority of sellers will not have to worry since another law allows individuals to shield up to $250,000 in gains on their home from taxation. (Married couples can exclude up to $500,000 in home sale gains.)

Investors have already been taking steps to avoid the tax, selling assets this year before it takes effect. The impact of the investment tax will be compounded if Obama and Republicans can't stave off the automatic tax increases scheduled at the end of the year if there's no budget agreement.

High earners will face another new tax under the health care law Jan. 1. It's an additional Medicare payroll tax of 0.9 percent on wage income above $200,000 for an individual or $250,000 for couples. This one does go to the Medicare trust fund.

Donald Marron, director of the nonpartisan Tax Policy Center, calls the health care law tax increases medium-sized by historical standards. The center, a joint project of the Brookings Institution and the Urban Institute, provides in-depth analysis on tax issues.

They also foreshadow the current debate about raising taxes on people with high incomes. "These were an example of the president winning, and raising taxes on upper-income people," said Marron. "They are going to happen."

Other health care law tax increases taking effect Jan. 1:

? A 2.3 percent sales tax on medical devices used by hospitals and doctors. Industry is trying to delay or repeal the tax, saying it will lead to a loss of jobs. Several economists say manufacturers should be able to pass on most of the cost.

? A limit on the amount employees can contribute to tax-free flexible spending accounts for medical expenses. It's set at $2,500 for 2013, and indexed thereafter for inflation.
