National Budgets that Meet the Needs of Development and Poverty

With its resolutely pragmatic focus on the latest developments in public finance, Les budgets nationaux au service du d?veloppement et de la r?duction de la pauvret? [National budgets that meet the needs of development and poverty reduction] (published in January 2012) addresses the budgeting of development and poverty-reduction policies in developing Francophone countries.

This publication also provides a comprehensive overview of issues relevant to preparing national budgets based on public policies. The text comes in two parts. The first part deals with the various aspects of global and sectoral strategies (diagnostic assessment, preparation, costing, and monitoring), predicated on the growth and poverty-reduction strategies formulated by developing countries.

The second part analyzes public policy budgeting. This section comprises five chapters:

Chapter 1 examines sound principles of public policy budgeting, relying for the most part on the experiences of several countries. This chapter presents the budget as an economic policy tool. Transparency in public financial management (PFM) is also treated with the importance that the subject warrants.
Chapter 2 outlines the main issues involved in establishing the macroeconomic framework for the budget and their role in achieving budget discipline, without which effective policy implementation is impossible.
Chapter 3 examines the development of a multiyear (and particularly, a medium-term) budget approach, which is an essential element of public policy budgeting. After presenting a medium-term expenditure framework (MTEF), this chapter reviews the main features of MTEFs, as well as the procedures and content of MTEF documents. The difficulties encountered in implementing MTEFs in developing countries, as are the prospects for keeping unsuccessful outcomes to a minimum.
Chapter 5 addresses the theory and importance of sound intra-year cash management as well as its basic ingredients (cash-flow plans, procurement and expenditure commitment plans, and the Single Treasury Account).

This publication includes a variety of text boxes, diagrams, and tables prepared on the basis of work performed in various countries and illustrating proper budgeting methods. In addition, it offers a variety of examples with a view to demonstrating the procedures. The following annexes are also included:

Annex 1 summarizes sector-based approaches;
Annex 2 describes the relationships between macroeconomic accounts;
Annex 3 addresses the concept of fiscal space, including a number of approaches to the subject;
Annex 4 provides questionnaires with the aim of identifying a country?s strengths and weaknesses in the area of budget preparation;
Finally, Annex 5 provides a glossary of key concepts and terms.

Given the latest developments in PFM, the need for training is becoming especially urgent in developing countries. This publication is accordingly designed to provide new training instruments reflecting this new environment. The text is thus intended for a very wide audience:?MOF staff in charge of budget reforms, sectoral ministry staff in charge of the design and implementation of sectoral strategies and the preparation of ministerial budgets; staff of supervisory agencies, members of parliament who vote on budgets, students of public management, and civil society. With a clear educational focus, this publication is intended for all policymakers, including those who have no specialized training in public finance.

E.P.I.C. Reborn:The Milele Jua

Welcome to the United Nations school for the gifted. But more importantly, welcome to E.P.I.C., a program funded by the United Nations to protect Milele Jua. The Milele Jua is a relic that was found in southeastern Africa by some of the natives. Many people have risked their lives to possess such a powerful device. There is a ritual, known by only a few. This ritual is the key to unlocking the Milele Jua's powers. Long ago, a powerful sorcerer created the Milele Jua to obtain ultimate power. Eventually, the insane power drove him mad, and eventually consumed his soul. Only someone with an incredibly strong will can handle it. The Milele Jua incradles the power of immortality. The sorcerer's spirit lies within it, and chooses whether the wielder of the Milele Jua is worthy of obtaining it's power. If not, then he will consume their soul and trap them into the relic as part of him and the Milele Jua. He has never found a being worthy enough of obtaining it's power throughout the years. Many have completed the ritual only to have their soul taken away and devoured by a madman.

"Ah! Welcome to Apocalypse." You have been recruited by the head of Apocalypse because you are ruthless, unforgiving, killing machines. The heads of Apocalypse have a job for you, which will have a high reward. All you have to do is bring us the relic that is contained within the United Nations school for the gifted. "Do you think you can do that?"
There are four factions in Apocalypse with four different leaders. Although they are all of the same organization, the four factions don't trust each other, and see each other as obstacles in reaching the Milele Jua. On rare occasions, the four faction work together during missions. No matter who is going on said mission, the leader always accompanies them. The four leaders have all given themselves titles based off of the 4 horsemen of apocalypse. Death, War, Famine, and Pestilence. Originally, the four factions were separate groups who each had an ulterior motive. They formed a coalition known as "Apocalypse". Famine was the one who brought up the idea, and the others agreed. Thus, Apocalypse was born.

At most, 16 students are allowed, with no limit to how many of each class there is. They are all in the same class, and will have a teacher who may choose his/her own class-type.
5 members will be allowed in each faction of Apocalypse- 4 including the faction leader. Each leader may also choose their own class-type. Only 1 male or female role of each class will be allowed in Apocalypse. Whichever class-type they choose will also determine which faction they are in.

Class-types:
Swordsman- Someone whose choice of weapon is the ever-so-lethal blade. They are the mainly focused around melee combat.
Magician- Someone who has magical abilities. Their powers can vary from the ability to wield fire, to moving air currents with their mind.
Tech- A hacker, mechanic, someone who can use technology to fight, or all of the above. The tech's capabilities are only limited to the supplies at their disposal, and their imagination.
Hunter- Someone who is more like an animal than a man. Hunters can make great scouts, trackers, or beast masters. Many tend to have strong attachments to inhuman creatures, while others prefer humans. They could possibly have instinctual or physical capabilities, that a normal human wouldn't be capable of.
Gunman/Marksman- People who specialize in ranged combat. People who, much like swordsmen, wield their weapon as an extension of their arm. But their arm can reach far longer than most. Perfect accuracy, quick eye movement, speed that is focused in their arms rather than their legs. You can always rely on them to watch your back. Especially a good sniper.
Thief- Those who practice the art of stealth, and stealing. A person who can walk by another person and completely relieve them of everything in their pockets in a split second. Pick pocketing, lock picking, backstabbing, and how could we ever forget the power of persuasion. Of course someone of these talents could also make the perfect assassin. Thieves will do anything to obtain what they want. Especially if they can do it through strictly illegal means.
Medic- This person takes care of their teammates, and mends their wounds. They can cure even the most deadly of poisons and illnesses. The best medics can bring someone back from the brink of death. Even if they seem weak at first, medics are far more powerful than one would believe.
Heavy- The heavy is short for "Heavy Weapons Expert". They specialize in tanks, mobile gatling guns, bombs, RPG's(Rocket Propelled Grenades or Bazookas), the works. They don't know the meaning of too large. The bigger the better, and more easy to use in a fight. These people are often unusually strong, even if they don't appear to be. Some wimpy-looking heavies are even stronger than the large, muscular ones.

I?ve managed to find a bit of time over the last week to trawl the internet looking for interesting tidbits to read.? I?ve found a few, but there?s no overarching theme this time round, although looking over them they do cover some tough subjects. ?Please have a look and then pick something that sounds like a worthwhile read and take a look.

This is a thought provoking article in the Guardian. ?Bishop of London, Richard Chatres presents his view on why he does not see a clash between Christianity and equality. ?Rather he argues that?Christianity is the original champion of equality.

Richard Bartholomew has written about the Taxpayers? Alliance,?new 400-page report entitled The Single Income Tax.? Graeme Leach who is an evangelical Christian as well as Chief Economist and Director of Policy at the Institute of Directors and the author of a foreword?to the whole report gives us his interpretation of the Biblical view on taxation.? It?s not what you?d expect in such a report, but makes for interesting reading and will make you think too.

The BBC reported this week that Richard Dawkins has supported the plan to put a King James Bible in every English school.? This is not what I would expect from him at all, but then you read the reason?

?It is not a moral book and young people need to learn that important fact because they are very frequently told the opposite?.

Once again Professor Dawkins is keen to show that he understands the Bible better than the majority of us.? Maybe he does, but his interpretation leaves a lot to be desired.? He does say plenty more including complimenting its literary style?just to show he?s not completely?negative about everything.

Peter Ould has clips of a Channel 4 News report and interview with?Christian Psychotherapist, Lesley Pilkington?following the decision by the British Association for Counselling and Psychotherapy to suspend her for unprofessional conduct.

Gareth Davies is ?Head of?CARE?s?Churches?Department and has his own blog.? If you don?t know who CARE are and what they do, you should really find out.? His latest post is entitled,??Is the availability of porn leading to more child abuse??? Gareth writes clearly on some tough subjects and this is no exception.

On a similar note Damian Thompson, the Editor of Telegraph Blogs has written an article on how addiction in its various forms is becoming an epidemic in our society. ?His take on it doesn?t bode well for the future, but I don?t think he?s exaggerating the seriousness of the issue.

The Coalition for Marriage has commissioned ComRes to carry out a study into the public and MP?s views on whether marriage law should be changed.? According to the poll there is very little support for the proposals from all those surveyed.? The results are pretty overwhelming and not the type of response those seeking change will want to hear.? Here?s the Telegraph?s take on it.

Greg Daly (also know as @ThirstyGargoyle?on Twitter) has written a piece in today?s Catholic World Report bringing the whole same-sex marriage saga up-to-date. ?It?s a really thorough overview with plenty of detail.

The Freethinker is a well established and famous?online atheist magazine that spends almost all of its time attacking and rubbishing anything to do with religious belief and in particular Christianity.? I don?t recommend you visit it unless you want to be aggrieved by high levels of hatred and intolerance.? Stuart James at eChurch?has commented on article that illustrates the point.? It calls for atheists to infiltrate church congregations and disrupt the services. ?Not really an intelligent strategy for winning people over to your cause.

Finally, Dr Peter Saunders at Christian Medical Comment has looked at the 2011 UK abortion statistics released this week. ?He compares them to our reaction to the killing of Syrian children in Houla. ?It makes for uncomfortable reading but the point he makes is a very valid one.

KANNADA has got the reputation of being one of the oldest yet surviving languages of the world. The Government of Karnataka, Kannada Abhivriddhi Pradhikara, Kannada Ganaka Parishat and some of the IT workers having concern for Kannada have collectively strived hard in bringing out a number of user friendly Kannada fonts and software. Some of the important Kannada fonts and software are Nudi, Baraha, Ileap, Srilipi, Akriti, Kairali, Prakashak, Brahmi, Kuvempu, Kannada Kacheri, Kannada Saurabha, Kalitha etc. Apart from these Shabdaratna, Ka Baraha, Leaplight, Leap Office are the Kannada related software that are in use.

Srilipi package has multilingual and multi level applications. There are 68 Kannada modular fonts and 66 ITR fonts in this package. It can be used with 5 to 10 different keyboard layouts for at least 18 different Indian languages and also in languages having an easy interface with English. It has 320 fonts and 296 additional ITR fonts that can be used for Marathi, Sanskrit and Hindi languages. Leap Office shares a lot of similarities with the Srilipi package.

KPRao and Shabdaratna software are easy to use, even operators not familiar with Kannada can also use these software.The special feature of Shabdaratna is that it is available in dual-language versions as Kannada-English and Hindi-English.

Ka Baraha and Ba Baraha are the two software that are easily adaptable in the computer and the must use for a Kannada learner through computer. Any one familiar with the English typing can easily use this Kannada software.

Kalitha is the Bench Mark Software developed by the Kannada Ganaka Parishat. This software is readily available on its website for free! Baraha is also available free of cost over the internet, but the premium version is not a freeware. In Kannada, Baraha literally means ?Writing?. This was released in 1998 as a freeware in order to popularize the usage of Kannada language software in the cyber world. Today millions across the world are using Baraha for creating content in Indian languages. Baraha has broken the most challenging hurdle of Key board barrier. A phonetic key board is used and hence the user can switch in between Kannada and English language typing in computers without a least of discomfort.

Nudi is a computer program and font encoding standard used for displaying and managing the modern Kannada script in computers and is available as a freeware in the official website of Kannada Ganaka Parishat. Among the various versions of Nudi, Nudi 4.0 is currently in use. This software has compatibility with most of the Windows data based programs.
