University Expects Sexual Assault Investigation To Be Completed Saturday

POSTED: 5:40 pm MST December 30, 2011UPDATED: 5:43 pm MST December 30, 2011University of Montana officials are standing by their statement that an investigation into reports of sexual assaults will be finished Saturday.University Vice-President Jim Foley re-iterated the commitment in a phone call with NBC Montana Friday afternoon.The university announced a few weeks ago that it had hired an outside investigator to look into rape allegations made by one or several of their students.Missoula police say no one's stepped forward to press criminal charges.We'll continue to keep you updated on what happens.

Rome's Colosseum remains open despite damage reports

Officials at the Colosseum ruins in Rome have confirmed that the popular attraction will remain open to tourists as normal, despite reports of damage to the structure earlier in the week.

The Italian news agency Ansa reported that pieces of the 2000-year-old amphitheatre, regarded as one of the most impressive feats of architecture in the Roman Empire, had fallen on Christmas Day, as well as on Tuesday.

However, the director of the Colosseum, Rossella Rea, was quick to downplay the sighting, while the culture ministry also insisted that "nothing had collapsed since the 18th century."

When contacted by Telegraph Travel, officials at the Colosseum said the attraction was open as normal and that there were no plans to close.

An employee at the Rome Tourist Board also said the site was safe to visit.

The Colosseum, which costs ?12 (?10) to enter, attracts up to two million tourists each year and is one of the most visited sites in the the city, second only to the Vatican.

A restoration project on the structure, which used to seat 50,000 spectators in Imperial Roman times, is due to take place in spring 2012.

LA on edge after Hollywood-area arson fires

LOS ANGELES -- Police and fire officials on Friday were scrambling to investigate a series of 19 arson fires that ripped through parked cars in Hollywood and West Hollywood overnight and spread to some nearby homes -- including one once occupied by Doors frontman Jim Morrison.

There were 13 vehicle fires within the borders of the city of Los Angeles, and another six in West Hollywood areas patrolled by the Los Angeles County Sheriff?s Department.

?We?ve called in additional investigative teams,? said Los Angeles Fire Capt. Jaime Moore. ?The county has brought in L.A. County Sheriff arson bomb teams, and the LAPD is on tactical alert.?

The fast-moving investigation is aimed at preventing the arsonist or arsonists from striking again, investigators said. On Friday, they hope to scour video from the parking garages where some of the cars were located in hopes of finding an image of whoever set the fires.

"This is an arsonist working," said LA City Fire Deputy Chief Mario D. Rueda. "These are very dangerous fires." So far, the only injury was to a firefighter injured in a fall, but Rueda warned that?"these fires can lead to loss of life and injury."

Investigators hoped to make enough progress?Friday to prevent additional arson attacks tonight and over the holiday weekend.

The four-hour onslaught started shortly after midnight and sent firefighters scrambling to douse the flames. In nearly every case, the fire started in a parked car. Dozens of people were rousted from their homes, and?power was disrupted in several neighborhoods.

One of the homes damaged by the arson fires was in Laurel Canyon where Morrison and his girlfriend once lived, neighbors said.

Sandy Gendel, who owns a nearby restaurant, said he heard explosions from what he later believed were car tires. He saw flames 30 feet high coming from the deck of the former Morrison house and a gutted Mazda Miata.

"It was just like a towering inferno," Gendel said.

Jeff Dorman, who lives in the neighborhood, said he and his wife were awakened by noise in the street.

As he and his neighbors watched the firefight, he said they worried about embers floating toward their houses because they are so close together. They also were concerned about a firebug being loose in their neighborhood.

"One spark could have been a huge problem," Dorman said. "The fire department did a fantastic job."

Los Angeles City Councilman Tom LaBonge, who represents much of the Hollywood area where blazes were set, urged residents to call 911 or a fire hotline at 213-893-9800 if they have information about the fires, or if they see someone who appears to be preparing to set new fires.

The deliberately set blazes come on the heels of another set of vehicle fires in the same area. Two men were arrested Thursday in those fires. Officials would not say whether the two series of fires were related.

Both of my parents liked Mr. Mole from the very beginning. They liked him for the same reasons that I did: he is incredibly caring, considerate, and supportive (plus a whole long list of other admirable qualities). Of course, they also liked him because he made me happy. Yet during the holidays, I was able to see how much they love him ? and not just as my future husband but as their own son.

Seeing this subtle shift in the relationships between Mr. Mole and my parents made me think about the way that the relationship between Mr. Mole and me is about to change. Now, I know that to some extent that a legal marriage is no more than paperwork. I can?t imagine that I will love Mr. Mole any more just because I signed my name to the marriage license. I can?t imagine that either of us will change in the way we act, talk, sleep, eat, do the dishes, etc., now that we are called husband or wife. Nothing fundamental will change. But I also have to acknowledge that there is a great deal of symbolic value tied up in these legal categories (something that just makes the bans of gay marriage in many states and countries even more problematic and unfair). This symbolism may very well affect the way that we feel or think about ourselves as a couple.

I started thinking specifically about how getting married is going to turn us ? legally, symbolically, magically ? into one household. We become a unified front, both socially and financially. We?ve ignored Judge Judy?s sage advice not to open a joint checking account before the wedding, but we are soon going to be combining all of our assets together. His salary will be mine; my salary will be his. (Same thing with our cars, but the sudden shared ownership of a 1996 Camry or a 1998 GTI is somewhat less of a big deal.) We have no individual debts coming into the marriage, but we will share any that we now undertake together.

I struggle with my feelings about some of these financial implications sometimes. I still feel somewhat uncomfortable with the fact that I bring considerably less money to our household than Mr. Mole does. I know that I support him in a variety of other ways, but they are less quantifiable. I guess I need to stop thinking that ?he? will take care of ?me? and ?my? expenses with ?his? money. Instead, the legal and symbolic meanings of marriage means that ?we? will take care of ?us.?

Hearing to end today on possible court-martial for Bradley Manning

Pfc. Bradley Manning is accused of leaking hundreds of thousands of US military and diplomatic documents to Wikileaks website. His defense attorneys argue that weak oversight is to blame.

Pre-trial hearings to decide whether to court-martial Pfc. Bradley Manning ? the soldier accused of stealing and leaking hundreds of thousands of top-secret documents to the Wikileaks website ? are expected to end today.?But Private Manning?s adventures in the US military justice system appear to be just beginning.

Manning?s defense attorneys called just two witnesses to the stand to testify about Manning?s emotional outbursts while working in an intelligence analysis unit in Iraq in 2009 and 2010. Highlighting the outbursts could indicate that the defense team hopes to explore the extenuating circumstances behind Mannings actions of leaking 400,000 field reports from the wars in Afghanistan and Iraq, as well as some 250,000 US State Department cables.

Given the importance of this case ? Manning?s alleged actions have been described as the single largest intelligence breach in US history ? it is unlikely that Manning can avoid a court martial. The question is whether Manning?s defense strategy could reveal more about the inner workings of the US military?s intelligence operations, the missteps of Manning?s superior officers, and even the alleged human rights violations that may have prompted Manning to leak the information in the first place.

Like the 1971 Pentagon Papers case before it, the so-called Wikileaks case is seen by US government officials as devastating to US national security interests, in which the lives of US officials and its informants abroad have been put into danger. Critics of the US see the Wikileaks case, conversely, as a chance to see the truth about alleged US misdeeds during the past decade since Sept. 11, 2001, a time during which the Bush and Obama administrations set aside longtime US laws against torture and indefinite detention.

Kim Jong Un Succession: Heir Called Head Of Workers' Party Central Committee

PYONGYANG, North Korea ? North Korea's state media on Monday called Kim Jong Il's heir the head of the ruling Workers' Party Central Committee, a job that gives Kim Jong Un power over one of the country's highest decision-making bodies more than a week after his father's death.

The reference in a commentary by the North's main Rodong Sinmun newspaper came as a former South Korean first lady and a prominent business leader traveled with two private delegations to North Korea to pay respects to Kim Jong Il, who is being mourned by millions as the North prepares for his funeral Wednesday.

North Korean soldiers, Rodong Sinmun said, are upholding a slogan urging them to dedicate their lives "to protect the party's Central Committee headed by respected comrade Kim Jong Un." Kim Jong Il's youngest son is in his late 20s and was unveiled in September 2010 as his father's choice as successor.

The slogan, which state media had frequently used when rallying support for Kim Jong Il, suggests the heir will likely be appointed as Workers' Party general secretary, the ruling party's top job and one of the country's highest positions.

North Korea is in official mourning for Kim until after a memorial Thursday. But the country is also offering hints about Kim Jong Un's rise as ruler. North Korea began hailing him as "supreme leader" of the 1.2-million strong military over the weekend.

Kim Jong Un will be the third-generation Kim to rule the nation of 24 million.

Also Monday, a total of 18 South Koreans crossed the heavily fortified border for a two-day trip that includes a visit to Pyongyang's Kumsusan Memorial Palace where Kim's body is lying in state, according to Seoul's Unification Ministry.

The two groups are led by the widow of former President Kim Dae-jung, the creator of the engagement "sunshine" policy with the North who held a landmark summit with Kim in 2000, and Hyundai Group Chairwoman Hyun Jeong-eun, whose late husband had ties to the North. The North sent delegations to South Korea when the women's husbands died.

South Korea has only allowed the two groups to visit and pay condolences for the death of Kim on Dec. 17. That has angered Pyongyang, which subsequently warned that obstructing mourning trips to the North would lead to "catastrophic consequences" for relations between the rivals.

Even as North Koreans brave frigid weather to visit mourning stations set up at landmarks around the country, the state media are providing details about Kim Jong Un's rise to power.

Koreans should become "eternal revolutionary comrades" with Kim Jong Un, "the sun of the 21st century," Rodong Sinmun newspaper said Sunday in a commentary carried by the official Korean Central News Agency.

State television also showed Sunday footage showing Kim Jong Un's uncle and key patron, Jang Song Thaek, wearing a military uniform with a general's insignia, a strong sign he'll play a crucial role in helping the young man hold a grip on power and inherit his father's trademark "military-first" policy. Seoul's Unification Ministry said it was the first time Jang, usually seen in business suits, had been shown wearing a military uniform on state TV.

Jang, a vice chairman of the powerful National Defense Commission, is the husband of Kim Kyong Hui, younger sister of Kim Jong Il and a key Workers' Party official. South Korean lawmakers say intelligence officials have predicted that Jang and his wife will play larger roles supporting Kim Jong Un.

The North's state TV repeatedly showed footage Sunday of wailing uniformed soldiers, many with shaved heads, and other citizens professing their tear-choked longing for Kim Jong Il as they visited mourning sites.

MEXICO CITY, Dec 26 ? Thirteen bodies were found in an abandoned truck in eastern Mexico yesterday, local media reported, as a turf war between drug cartels spreads far from the border with the United States.

The truck was found during a routine security patrol near the border between the eastern states of Veracruz, a major oil-producing region, and Tamaulipas, local media said, citing state officials.

Messages left at the site suggested the dead were killed in a rivalry between criminal gangs, local media said.

Violent drug cartels that have long menaced Mexico?s northern border with the United States have moved into states such as Veracruz as they battle rivals for control of drug routes and other criminality.

On Thursday, three American citizens were killed in Veracruz when gunmen attacked the bus in which they were travelling.

On Friday, the tortured bodies of 10 people were found in Veracruz as a turf war between the Zetas gang and Gulf drug cartels intensifies.

In September, 35 bodies were dumped along a downtown highway in the Veracruz city of Boca del Rio.

More than 45,000 people have been killed in drug violence since President Felipe Calderon took office in December 2006. ? Reuters

Top 10 Under-Hyped Web Apps, 2011 EditionWe all discover new web apps each year but not every one of them gets the recognition it deserves. With 2011 drawing to a close, we wanted to highlight the 10 we felt deserved a bit more hype.

10. Mini Apps

Top 10 Under-Hyped Web Apps, 2011 Edition To start off the list, we're not singling out any one app in particular. We're focusing on the many little web apps that provide one simple feature or do one thing well. These are apps like Every Time Zone (an app that displays what time it is in every time zone), Umbrealla Today? (an app that gives you a weather report that is as simple as letting you know if you'll need an umbrella), and notepad.cc (which is just an instant notepad in your browser for whenever you need it). Additionally there's Spreeder, which helps you speed read any text and improve your reading comprehension, and SleepyTime, which calculates when you need to go to bed for the optimal wakeup time, and SimplyNoise, which is a simple white noise generator. There are too many to list here, but they're all pretty clever and useful. We could do an entire top 10 on these little guys, but that'll have to wait. For now, enjoy the previously mentioned six as well as 0to255, Mixest, PDFMyURL, and Copy Paste Character as well. (There, now you have 10!)

9. Aherk!

Top 10 Under-Hyped Web Apps, 2011 Edition Aherk is an interesting web app that was designed to help you blackmail yourself. Let's say, for example, you have an embarrassing nude photo of yourself and you need to wash the dishes. Aherk! lets both of those things work in your favor. You provide Aherk! with the embarrassing nude, set a deadline, and then hopefully wash those dishes. If you succeed in washing the dishes, you post evidence on Facebook and your friends can vote if you completed the task sufficiently. If you did, you'll escape embarrassment. If not, Aherk! will release the photo. Assuming you have good, trustworthy friends and are motivated by fear, this is a neat and scary way to get things done.

Top 10 Under-Hyped Web Apps, 2011 EditionPreviously mentioned Asana is a free web app to help groups collaborate on multiple projects. The individual user will be able to keep track of his or her own responsibilities, dependent tasks, and sub-projects, and all of that individual activity will contribute to the whole. Users will be able to see what their coworkers are up to on a given project and quickly get updates without the need to check in. If you've got a team (or are on one) with a variety of projects that need management, Asana is a web app worth checking out.

7. Cryptocat

Top 10 Under-Hyped Web Apps, 2011 EditionPreviously mentioned Cryptocat makes private instant messaging very simple. You just head over to Cryptocat, start a chatroom with a name of your choice, and send people the URL. Your chats will be encrypted and wiped out after the chatroom has had a one-hour period of inactivity. While spies and secret agents probably ought to use something a little more secure, it's a great private chat option for the rest of us.

6. Teambox

Top 10 Under-Hyped Web Apps, 2011 EditionPreviously mentioned Teambox is a web app designed to help multiple people, on any kind of team, communicate better. Rather than assuming one method of communication is ideal, it takes a note from social media and other web paradigms to offer methods that best suit the type of communication needed. Status updates are handled like Twitter messages, complete with @ message functionality. Longer-form messages can be sent to teammates when necessary. Users can collaborate on lists and create pages, too, to help everyone collaborate using the best method possible.

5. Thinkery

Top 10 Under-Hyped Web Apps, 2011 EditionIt's hard to remember all the great and important stuff you come across each day, and so it helps to write it down or just dump the information anywhere else so you don't overload your brain. But physical and digital notes get lost or forgotten all the same, which is where Thinkery comes in. It's an app where you can just input anything you need to remember. There are a lot of apps that attempt to manage all kinds of information you might have on your brain, such as the popular Evernote, but Thinkery takes it a step further by interpreting what you tell it. For example, if you put in an Amazon link it'll know you're interested in a specific product and include the product information. If you prepend a word in a sentence with a # sign it'll automatically tag those words so you don't have to bother doing it manually. These are just a few examples, but there are more applications. Thinkery was designed to help you get your thoughts out quickly while still keeping them organized, and it does that very well.

Top 10 Under-Hyped Web Apps, 2011 EditionCloudtact is a web app that keeps your contacts in sync across all your devices and lets your contacts keep everything up to date so you don't have to make constant changes every time someone moves or gets a new phone number. You sign up, enter your own information, and then ask all your friends to submit their contact info. When they do, you can then sync all that information with Google, Android, your iDevice, and/or your Mac. If everyone you ask submits their contact info, you won't have to do much of anything?Cloudtact will keep everything up-to-date across your devices without any intervention on your part.

?Abstract? China?s mobile communications started late, but developed rapidly. The first TACS analogue cellular mobile telephone system has been completed and put into the business in Guangdong Province in 1987 with the only 700 users which has exceeded 600 million on half of 2008, representing 18% of the world?s mobile users. However, at the same time China?s mobile communication market is extremely uneven. There are only two operators from 1994 to half of 2008, and during 14-year-long competition China Mobile has been a dominant enterprise while China Unicom has started to the edge which has only 4 percent share of profits on the first half of 2008. For optimizing the market structure, the restructuring plan which had been under discussion for a long time finally came ture in May 2008. After the reorganization, through buying China Unicorn?s CDMA network China Telecom is coming to the mobile market and a new round of competition is to begin soon. After the reorganization, market supervision and the development pattern of the whole market have become the focus of attention. In this condition, the review and a comprehensive analysis of the mobile communications market are necessary. Through the market analysis of the changes of the mobile communications industry, it will help to guide China?s mobile communications industry to better development.This paper build a R-SCP theoretical framework for monopoly industries with certain competitive based industrial organization theory for competitive industries and the regulation theory of monopoly industries, and used to analysis China?s mobile communications industry. In review of the development courses of world?s mobile communications and China?s mobile communications, the analysis of China?s mobile communications industry drivers came out. And then under the guidance of the R-SCP theoretical framework, the market structure, business behavior, market performance and market regulation of China?s mobile communications industry have been analysised. In the analysis, market structure is the starting point and the center of analysis, and a great deal of data was collected for analysis combinating qualitative and quantitative. The oligopoly model of Stackelberg is used to analysis and disscuse market structure. Based on the analysis of market structure, corporate behavior, market performance and regulatory were analysised and government regulation and other aspects of the direction of constructive recommendations are disscused after-competitive behavior.

Bahrain police crack down on highway protest (AP)

MANAMA, Bahrain ? Bahraini security forces used tear gas and stun grenades to disperse hundreds of opposition supporters attempting to protest alongside a highway leading to the island kingdom's capital Thursday.

The clashes follow 10 months of unrest between Bahrain's Sunni monarchy and an opposition movement led by the country's majority Shiites. They came during a visit by the U.S. State Department's top human rights envoy, who expressed concern about the government's use of tear gas and other tough tactics against protesters.

Thursday's clashes erupted near the town of Diraz and other opposition stronghold villages west of the capital, Manama. Riot police were seen chasing protesters away from entrances to the key highway and back into the largely Shiite communities that line the road.

Online activists have issued calls on Twitter and other social media for protesters to occupy the highway, seeking to maintain momentum for protests in the strategically important Gulf nation that hosts the U.S. Navy's 5th Fleet.

Hundreds of protesters, some waving red and white Bahraini flags, were seen along the side of the highway when the clashes broke out in the afternoon.

Witnesses described a heavy police presence in the area ahead of the protest, with security forces dressed in riot gear and helicopters hovering low overhead.

The highway connects a string of largely Shiite villages west of Manama. It leads to a junction that is roughly half a kilometer (a quarter of a mile) south of Manama's Pearl Square, where this year's uprising originated. Government forces evicted protesters and tore down the pearl sculpture that marked the site in March.

The now heavily guarded square holds great symbolic value for the opposition movement, and protesters have repeatedly tried to retake it.

The clashes erupted during a visit by U.S. Assistant Secretary of State Michael Posner, head of the Bureau of Democracy, Human Rights and Labor.

In prepared remarks to reporters, he praised the king for taking steps to implement reforms recommended in a report last month that outlined human rights abuses carried out by the government. He called on both the government and protesters to refrain from violence.

Posner urged the government to do more.

He cited "the need for tangible action on several urgent issues," including reinstating workers unfairly dismissed from their jobs. He also raised concerns about court cases involving doctors and others that he said appear to be based at least in part on their criticism of the government, as well as proposed media laws that could stifle political debate.

Washington also remains concerned about the government's "excessive use of force, including tear gas, in response to ongoing street protests," he said.

More than 35 people have died in clashes and protest-related violence since February, inspired by other Arab Spring revolts. Bahrain's protests are the largest and most sustained to have hit the Arab monarchies and sheikdoms that line the Persian Gulf.

Tourism officials in Tapachula have installed a digital clock to count down the time left before the Dec. 21, 2012, solstice, when some believe the Mayan long-count calendar "runs out."

The clock will be started this Dec. 21, a year before what many see as an apocalyptic event.

Chiapas state tourism regional director Manolo Alfonso Pinot said Friday that Mayan priests will perform a ceremony at the nearby archaeological site of Izapa.

Maya experts say the apocalypse fears are a misreading of Maya texts that mention the date, saying the Mayan considered it the end of one calendar cycle and the beginning of another.

Pinot said he does not believe the world will end, but looks at it as a sort of beginning, in the business sense at least.

"I look at this as an opportunity for rebirth. A lot of people know they can fill their body with energy if they come to these exceptional sites," he said. "If people are interested, we have to take advantage of this."

Tapachula, best known as a gritty border town crossed by Central American migrants en route to the United States, is not a popular Mayan tourism destination. But nearby Izapa is a place where many stelae have been found, including the "Tree of Life" stone.

But at Izapa, close to the Tajumulco volcano, Pinot says a Mesoamerican ball court, a carved stone and the throne of the Izapa ruler face a straight line that on Dec. 21, 2012 is expected to align with the planets.

"It is hard to say what you will be able to see that day," he said.

The doomsday theories stem from a pair of tablets with inscriptions that describe the return of a Mayan god at the end of a 13th period of 400 years, which falls on Dec. 21, 2012.

Experts say the date is the end of a cycle of 5,125 years since the beginning of the Mayan Long Count calendar in 3113 B.C., and the start of another.

Anonymous donors pay strangers' layaway accounts (AP)

OMAHA, Neb. ? After a Good Samaritan helped her pay off the layaway bill she'd accumulated to buy Christmas gifts for her grandchildren, Lori Stearnes planned to collect her paycheck Friday and head to Kmart anyway.

Her new plan: Pay the stranger's kindness forward by using the money she'd budgeted to instead support somebody else.

"It just gives you a warm feeling," said Stearnes, 53, of Omaha. "... With all the things going on the world, just to have someone do that is so, I don't know, it's hard to put into words."

At Kmart stores across the country, Santa seems to be getting some help: Anonymous donors are paying off strangers' layaway accounts, buying the Christmas gifts other families couldn't afford, especially toys and children's clothes set aside by impoverished parents.

Stearnes said at first she thought it was a joke when someone from the Omaha store called to say someone had paid off most of her layaway bill for toys and outfits she bought for the youngest four of her seven grandchildren.

The total bill was about $250, but after the stranger helped, she only had a $58 balance, she said. Stearns, who cleans medical instruments at a hospital, said she and her husband, Lloyd, live paycheck to paycheck and that layaway often helps spread out the costs of Christmas.

A similar random act of kindness happened at a Kmart in Indianapolis, where a young father wearing dirty clothes and worn-out boots, stood in line at a layaway counter alongside three small children.

He asked to pay something on his bill because he knew he wouldn't be able to afford it all before Christmas. Then a mysterious woman stepped up to the counter.

"She told him, `No, I'm paying for it,'" recalled Edna Deppe, assistant manager at the store in Indianapolis. "He just stood there and looked at her and then looked at me and asked if it was a joke. I told him it wasn't, and that she was going to pay for him. And he just busted out in tears."

Before she left the store Tuesday evening, the Indianapolis woman in her mid-40s had paid the layaway orders for as many as 50 people. On the way out, she handed out $50 bills and paid for two carts of toys for a woman in line at the cash register.

"She was doing it in the memory of her husband who had just died, and she said she wasn't going to be able to spend it and wanted to make people happy with it," Deppe said. The woman did not identify herself and only asked people to "remember Ben," an apparent reference to her husband.

Deppe, who said she has worked in retail for 40 years, had never seen anything like it.

"It was like an angel fell out of the sky and appeared in our store," she said.

Most of the donors have done their giving secretly.

Dona Bremser, an Omaha nurse, was at work when a Kmart employee called to tell her that someone had paid off the $70 balance of her layaway account, which held nearly $200 in toys for her 4-year-old son.

"I was speechless," Bremser said. "It made me believe in Christmas again."

Dozens of other customers have received similar calls in Nebraska, Michigan, Iowa, Indiana and Montana.

The benefactors generally ask to help families who are squirreling away items for young children. They often pay a portion of the balance, usually all but a few dollars or cents so the layaway order stays in the store's system.

The phenomenon seems to have begun in Michigan before spreading, Kmart executives said.

"It is honestly being driven by people wanting to do a good deed at this time of the year," said Salima Yala, Kmart's division vice president for layaway.

The good Samaritans seem to be visiting mainly Kmart stores, though a Wal-Mart spokesman said a few of his stores in Joplin, Mo., and Chicago have also seen some layaway accounts paid off.

Kmart representatives say they did nothing to instigate the secret Santas or spread word of the generosity. But it's happening as the company struggles to compete with chains such as Wal-Mart and Target.

Kmart may be the focus of layaway generosity, Yala said, because it is one of the few large discount stores that has offered layaway year-round for about four decades. Under the program, customers can make purchases but let the store hold onto their merchandise as they pay it off slowly over several weeks.

Karl Graff, assistant manager of the Omaha store, said at least one good Samaritan paid off the accounts of five people. One woman broke into tears when he called to tell her about the help.

"She wasn't sure she was going to be able to pay off their layaway and was afraid their kids weren't going to have anything for Christmas," Graff said. "You know, 50 bucks may not sound like a lot, but I tell you what, at the right time, it may as well be a million dollars for some people."

In Missoula, Mont., a man spent more than $1,200 to pay down the balances of six customers whose layaway orders were about to be returned to a Kmart store's inventory because of late payments.

Store employees reached one beneficiary on her cellphone at Seattle Children's Hospital, where her son was being treated for an undisclosed illness.

"She was yelling at the nurses, `We're going to have Christmas after all!'" store manager Josine Murrin said.

A Kmart in Plainfield Township, Mich., called Roberta Carter last week to let her know a man had paid all but 40 cents of her $60 layaway.

Carter, a mother of eight from Grand Rapids, Mich., said she cried upon hearing the news. She and her family have been struggling as she seeks a full-time job.

"My kids will have clothes for Christmas," she said.

Angie Torres, a stay-at-home mother of four children under the age of 8, was in the Indianapolis Kmart on Tuesday to make a payment on her layaway bill when she learned the woman next to her was paying off her account.

"I started to cry. I couldn't believe it," said Torres, who doubted she would have been able to pay off the balance. "I was in disbelief. I hugged her and gave her a kiss."

Judge: Public can't see Idaho prison settlement (AP)

BOISE, Idaho ? A federal judge has refused to unseal a settlement agreement between an Idaho inmate and a private prison company involving allegations of rampant violence at a lockup near Boise known as "Gladiator School."

The Associated Press had asked the court to unseal the settlement between Marlin Riggs and Corrections Corp. of America.

However, U.S. District Judge Edward Lodge said Wednesday the interests of Riggs and the company in keeping the settlement confidential outweighed the interest the public has in learning its terms.

The AP's West regional editor, Traci Carl, said the news organization's attorneys were reviewing the ruling and considering the legal options.

"The AP is disappointed with the ruling and believes the public has a right to know the terms of the settlement," Carl said.

Neither Riggs' attorney James Huegli nor CCA's attorney Kirtlan Naylor immediately returned messages from The Associated Press seeking comment.

Riggs initially asked for $55 million in damages, saying the Idaho Correctional Center was nicknamed "Gladiator School" and that guards knew Riggs was about to be attacked but failed to protect him.

The AP contended the lawsuit raised profound and far-reaching issues of public interest. In his written ruling, Lodge acknowledged that the operation of a prison raises issues of public concern, but he said he feared releasing the document would place Riggs at risk for intimidation or assault in prison. He also said future litigants would be discouraged from participating in judicially supervised settlement conferences if they believed the outcome could be made public.

The judge also noted that a settlement agreement in a "companion lawsuit" between other inmates at the prison and CCA was released to the public. In that case, the inmates were alleging the same types of civil rights violations that Riggs claimed, but they didn't ask the court for any monetary damages. Instead, the inmates wanted changes to the way the prison is run ? and in the settlement agreement, CCA agreed to make those changes, though the company did not acknowledge any guilt or liability. Both CCA and the American Civil Liberties Union of Idaho, which was representing the inmates, agreed to make that settlement public.

"The present case now involves only a single prisoner seeking monetary damages for an assault," Lodge wrote. "The public's interest in knowing the precise terms of his agreement with CCA is outweighed by the parties' interest in confidentiality as a means of minimizing the serious risks that the Court has found to exist."

When the Republican Jewish Coalition hosts its Republican Presidential Candidates' Forum in Washington on Wednesday, it will be without Texas Rep, Ron Paul. The coalition cited the congressman's "extreme views" as reason for his exclusion, according to the Huffington Post.

The coalition describes its mission as fostering and enhancing ties between Republican decision makers and the American Jewish community. It seeks to not only educate Republican Party leaders on the concerns of American Jews, particularly concerning the state of Israel, but also promulgate Republican ideas among the Jewish community. Paul has made a number of positions that have proven off putting to people, particularly American Jews. Paul has downplayed the implications of Iran gaining a nuclear weapon to the point of drawing a moral equivalency between that prospect and Israel having nuclear weapons. He has advocated ending foreign aid to Israel and has criticized military aid to Israel. Paul has also suggested the U.S. was at fault for the 9/11 attacks and that if America should withdraw its forces from the Middle East, terrorist groups such as Al Qaida would leave it alone.

Commentary Magazine compared Paul's views on Israel in particular and foreign policy in general to those of the "America First" isolationists during the 1930s and 1940s who admired Nazi Germany and were deaf to the fate of American Jews. The Daily Paul, a pro-Paul website, suggests the exclusion is a plot to draw out an angry response from the candidate so it could be used against him. While maintaining Paul is really pro-Israel, the site accuses the Republican Jewish Coalition of playing the anti-Semitic card. The post expresses particular ire that Paul was compared to Barack Obama by the coalition, not exactly a compliment in Republican circles.
